It's completely from Gordon's delusional point of view, and is organised according to his special approach, including carefully alpahabetised organisation (Contents under C, Index under I) and helpful explanatory charts, in case you need any tips on running a modern leisure centre. This has true "Brittas Empire" brilliance, and I think I would have found it hilarious even if I'd never watched the show.
